question on chapter 6 of Shon Harris's 6th edition

In the chapter on WAN Technologies,

it was noted that "The best of both worlds is to combine IP over ATM or frame relay. This allows for packet-oriented communication over a connection-oriented network that will provide an end-to-end connection. IP is at the network layer and is medium independent—it can run over a variety of data link layer protocols and technologies."

Does "connection-oriented network" in this context refer to TCP protocol or something else?

I am new to this list so apologies if I'm off base. 

Given the chapter is on WAN technologies then I think it's unlikely that it would be referring to Transport layer. 

From Wikipedia page "Connection-Oriented Communication":

"ATM, Frame Relay and MPLS are examples of a connection-oriented,unreliable protocol."

Is it not therefore referring to the connection oriented properties of those Layer 2 / 2.5 protocols?

Also the wording of the quoted statement clearly uses the words "IP over", suggesting that IP is a higher layer than the connection oriented protocols in question.
