Which one of the following attacks is MOST effective against an Internet Protocol Security (IPSEC)
based virtual private network (VPN)?
A.Brute force
B.Man-in-the-middle
C.Traffic analysis
D.Replay

Can explain the question most effective ?
IPsec providing least or no protection for the attack

It's B : Man in the middle (MITM) Attack..
Not A: brute force attack is against the password. Not C: since traffic is encrypted Traffic analysis attack would not be effective. Not D : as It's uses timestamp, Replay attack is also not effective.
 
MITM attack is effective as interceptive the actual traffic and pretending to be a authentic client to server ( Session  Hijacking - attack) and as a authentic server to victim ( to hijack certificates) thus attacked act as Man-In-The-Middle deceiving the victim and server is the effective attack against IPSEC based VPN.
